El llibre del 1916 on Dewey sosté que la democracia no es primer una forma de govern sino una manera de viure junts, i que l'escola es on s'apren o no s'apren.

L'argument: educar no es transmetre un diposit de coneixements a un receptor passiu, sino organitzar l'experiencia de manera que qui apren hagi de fer, provar i corregir. De la mateixa manera, una societat es democratica en la mesura que els seus membres comparteixen interessos i intercanvien lliurement amb altres grups; separar l'educacio «liberal» de la «vocacional» reprodueix dins l'escola la divisio de classes de fora. Dewey deia que aquest era el llibre on la seva filosofia sencera quedava mes ben exposada. Es la base del moviment d'educacio progressista.
