Напечатана в 1780 году, издана в 1789-м. Она открывается фразой о природе, поставившей человека под двух державных господ, страдание и удовольствие, и из этого выводится всё остальное: исчисление счастья, взвешивающее силу, длительность, достоверность и охват; разделение преступлений; и правило, что наказание оправдано лишь там, где предотвращает больше зла, чем причиняет. Примечание о животных — вопрос не в том, могут ли они рассуждать или говорить, а в том, могут ли они страдать — лежит в начале современного этического довода о животных. Милль вышел из этой книги, а потом отошёл от неё.
