一七八〇年に印刷され、一七八九年に刊行。自然は人間を苦痛と快楽という二人の主権者のもとに置いた、という一文から始まり、以下のすべてがそこから導かれる。強さ・長さ・確実さ・及ぶ範囲を量る幸福計算、犯罪の分類、そして刑罰は自らが与える害より多くの害を防ぐ場合にのみ正当だという原則である。動物についての注——問うべきは、彼らが推論しうるかでも、語りうるかでもなく、苦しみうるかである——は、動物をめぐる近代の倫理的議論の出発点となった。ミルはこの書から出て、のちにここから離れた。
